Not worth their risk. Im sure they would much rather finish 5th and play either raiders or broncos in melb, much better option than penrith at home. Save the 7 for the following week, not worth the risk.
They will have to play panthers or eels away if they win week 1 regardless
Look of the 2 sides if anyone was going to be more content with finishing outside the 4 it was always going to be Melbourne because they get a home final and a team having to travel to play them. If Hughes is out though id say it's a genuine injury.
