Most the time the player you wait for signs for someone else, signs for overs or sign to another code. We waited for hayne, he signed for titans and we waited for hopoate, he came back a dud. When you have a hole in your lineup you look for the best possible solution thats on the market at the time. You dont wait for that hole to become a bigger dilema just for the chance of pursuing a player.

Semi was stuffed around heaps and this would have set him off down emotional paths he might not have gone down if he was settled and BA was keen to upgrade his contract. It is quite possible that Semi might not have gone to France if it wasn't for the ex-bitch of a mother (if the stories I've heard are all true) and BA was still not dealing with all the 2016 cap shit and all the other extenuating dramas that rolled on into 2017 until they were permanently squashed.
