Because we hit rock bottom and then repeatedly sack coaches and CEOs before they can fix anything.
That's because they have people running the club who have an IQ lower than their show size.
Sacking coaches has absolutely nothing to do with teams staying at the bottom - its all to do with the culture.

Sometimes sacking a coach achieves immediate results so this fallacy about changing coaches is just that, a fallacy. Good coaches get immediate results with par - sub par players. Shit house coaches get shithouse results with good - mediocre squads. We've just had shithouse coaches.
