This evidence above is just as compelling as the accusations and relentless speculation that forced the NRL to a forensic investigation into the Parramatta club. In the interest of a fair competition and a level playing field there should be a forensic investigation into the Bulldogs, especially now that Todd Greenburg is the head of the game. If the head of the game is corrupt, then what hope is there for the game. If nothing is found, then Greenburg's name is cleared which is a win-win.
So far the media is happy to take Greenburg's "word for it" that any advice given was within the rules of the game? Then why did Seward devise a plan that "systematically cheat the cap"? Didn't the Parramatta board maintain their innocence? Greenburg's "word" should be taken with a grain of salt.

Are the Broncos doing something illegal with TPAs?
What are the NRL doing about Moanly and their 'guaranteed' $150k TPA with Foran? Could be the tip of the iceberg.
What do the Dogs do with TPAs - did Seward adopt their method as explained by Greenberg which has got us in this mess OR did we something completely different?
REGARDLESS
We still rorted the system and were caught
AND
A slush fund was set up to funnel secret payments to players
BUT
Did Seward do some or all of these things without the Board's initial approval and the Board found out later?
