much like the Foran ref touch the NRL could not be seen to be doing nothing due to the media coverage the incident received so they issue a small fine in this case, or a charge that will not see Foran miss any game-time, media/fans satisfied that the incident has been dealt with and everyone moves on with their lives
Yep, the NRL official should not have accepted Shilligtons interchange card until after Roberts had been removed from the field of play.
however under the NRL guidelines (ie covering their own backside) the onus is placed on the club official who is also part of the interchange procedure to basically stop Shillington from entering the field of play until he (the club official) has confirmed Roberts is off the field.
That is why the NRL is always allowed to impose a fine or loss of points in extreme cases even if it is their guy who screwed up
