The NRL admits it is very difficult to catch a club facilitating a TPA but has demonstrated it will act when it uncovers such behaviour.
The contract of Parramatta signing Kieran Foran was widely publicised as $1.2m per year for four years, including a third-party agreement of $150,000 per year.
The Eels obviously believed the third-party component would not be counted in their salary cap, yet the club's admission in the media of its existence means the NRL believe it was promised before it was independently secured. The NRL will now include all of Foran's $1.2m, or $4.8m over four years in Parramatta's player payments.
NRL club chief executives were told at a recent meeting that the total of all registered third-party deals equals only 5 per cent of the salary cap. That is, with a cap of approximately $7m and 16 clubs, the official third-party market totals just $5.6m.

Well does this mean then (since we are forking out from our cap), that the 150k TPA can be used on another player at the club ...so long as we don't mention it in the press.

What absolute crap. This deal has nothing to do with the club. Just because the club knew of it's existence does not mean it facilitated it.
Exactly Brissy.Take Milford for example, Broncos claim to have signed him for 450k when it was widely reported the Raiders were offering more than twice that. Nobody could possibly be that homesick.
Why didn't they apply the 'Izzy' rule to Milford?
With Brisbane they are under the cap because they dont pay overs for players. Especially wingers and forwards. It has always been a thing at the Broncos to not pay extra for a position they feel is either not overly important or they have an abundance of. Bennett did this from day one. Why do you think Petero left? Roosters wont ever be investigated because of Nick Politis's pull over the NRL.
I would suggest that absolutely none of the thrid-party deals in place for any player in the NRL have been made without the relevant club being aware of their existence before they were 'independently secured'.
Who does the NRL think puts third party sponsors and player managers together to supposedly negotiate these deals?
If you clowns are going to police the system - do it for every club!
