Bad idea i recon Mo.
The English competition is not unlike the set up of the EPL and lower divisions, with a history of promotion and relegation. Though the system has changed over the years, it's only possible because they are separate clubs and many obtain financial benefactors. We already have plenty of local clubs in Sydney and all of the Park teams come under the auspices of an NRL club. Therefore, it's just not possible. Throw in massive media deals, guaranteed geographical locations, between 10 and 20 million needed to field a team every year, and you just couldn't have promotion and relegation.
In the past, when it was just the Sydney premiership, there was a thriving second division, from which Penrith and Cronulla were promoted after their 1966 comps. In that same year Wenty finished second but were rejected due to proximity to Parra. Second division clubs also played Sydney clubs in a couple of pre-season comps, and in one year Wenty beat Parra!
