They really don't need to do that. That is what the salary cap is for, it is meant to give wins to all teams so all the fans can be happy. What actually happens is that the teams that can work the salary cap system the most end up dominating for seasons on end. So really it is not about talent development and skill, everything you know is a lie. The NRL know which teams can do this and the most profitable ones to the company.
I honestly would sleep better if it was a free for all for your top few players, pay them as much as you want. That would add a dimension of skill to winning a premiership rather than some teams lucking out in the finals series. Until then the nightmares will continue and hopefully the Eels play a few teams in the finals that don't turn up on the day because they are too worried about their third party payments to concentrate.
