Union is the likely option for him.
He has some interested teams keen on him but he wants to stay at the Tigers and is giving them every chance to offer him a deal.
If they don't, I'd say he does indeed head to union.
If he came relatively cheap i would be happy to have him. I do think he will go to union though. More cash.
l like him and a good player, but he won't be coming to Parra
