It has just been announced the NRL WILL NOT be stripping points off teams for start of comp. Roosters will have to come up with something else to get back in to comp.

Can they play state of origin without a crowd?
Because this would be the easiest to arrange. SOO teams and support can relatively easily be put in a bubble for three weeks
They don't want to though. It's the biggest money-spinner for the NRL in terms of ticket sales.

Would not be the same without a crowd but they need to accept 2020 is different. They could run that now. Better than nothing. And if they could renegotiate the broadcast rights it would more than make up for the lost $
They will either backflip on this and call this season null and void . Or load the points onto next seasons comp I reckon .
TBH , I would have zero shame in accepting this years premiership .
