Arthur nailed it in his press conference. Yes Perham slipped but any forceful contact with the head is a penalty and has been all year. Look no further than Junior and D Brown.
The penalty count was only 3-2 with about 20 to go then Manly tried every dirty trick in the book to slow us down, turn the ball over etc. They are very lucky it wasn't a lot worse than that
