  Apparently there are tenfold more people who have connections to terrorist groups than can be watched by the security services. Since they cannot preempt an attack they just choose which 10% they will watch. If one from the other 90% jumps they are not able to prevent it. Fortunately they can quickly arrest those associated with the murderer as they were of interest. So the victims can rest in peace knowing justice will be done and those responsible will spend a couple of years in prison
