Because Dugan's body can no longer handle the physical demands of fullback, and it's why the Dragons want him to play centre.

So it wasn't Hayne that kept him out of first grade; it was Will Hopoate and Reece Robinson. Though I agree he could become a first grader. He's fast and skillful, just a bit too small.
The physical demands comment is the very belief of coaching staff at the Dragons, Nick, hence their desire to move Dugan to centre.
